UGB Native Vegetation Mapping

Planning Scheme Amendment VC67 approved the extension of the UGB and also the public acquisition of 15,000 hectares of western grasslands. The purchase of the 15,000 hectare western grasslands was to be funded by native vegetation offsets in the new growth areas.

The Department of Sustainability and Environment (DSE) has supposedly mapped all of the growth areas and applied time-stamping of native vegetation. Many properties have had native vegetation (NV) offsets placed upon them, and the owners are unaware!

Many of these NV offsets are estimates and are incorrect. Maximising offsets means more revenue for the Government to pay for the western grasslands. At present NV offset liabilities are $137,500 per hectare. So a 10 hectare patch of native vegetation will incur a liability of $1.375 million plus GAIC.

Growth Corridor Plans released

The GAA has now released Growth Corridor Plans for comment.

The Growth Corridor Plans are high level integrated land use and transport plans that provide a strategy for the development of Melbourne's growth corridors over the coming decades.

The public is now invited to comment on the draft Growth Corridor Plans.

Public consultation runs for six weeks and closes at 5pm on Tuesday 20 December, 2011.

Parliament approves GAIC legislation

The Upper House of the Victorian parliament this week voted in favour of new GAIC legislation that will allow for up to 100% deferral of the GAIC until statement of compliance.

Landowners welcome Coalition GAIC reforms, Taxed Out media release, 2nd June 2011

Landowner group Taxed Out welcomes today's announcement by Planning Minister Matthew Guy that he has introduced a Bill into Parliament that will reform the Growth Areas Infrastructure Charge (GAIC) making it fully payable by developers at the time development takes place.

Today's announcement that the Coalition Government will charge the GAIC fully at the statement of compliance stage is good news for landowners, developers and home-buyers, said Michael Hocking, Chairman of Taxed Out Inc.

Coalition reforms GAIC to improve housing affordability, Minister for Planning Matthew Guy media release, 2nd June 2011

Planning Minister Matthew Guy has moved to improve housing affordability and reduce red tape by introducing a Bill into Parliament that will reform the Growth Areas Infrastructure Charge (GAIC).

Mr Guy said the introduction of the Planning and Environment (Growth Areas Infrastructure Charge) Bill 2011 would allow for 100 per cent deferral of the GAIC to the end of the subdivision process, and provide for in-kind work agreements as part or full payment of the GAIC.
