Sunbury developer backs land tax change, Sunbury Leader, 13th April 2010
A DEVELOPER with 268 hectares of land in Sunbury has welcomed the State Government's bid to resurrect the Growth Area Infrastructure Contribution and extend the town's urban growth boundary.
**Of course this developer is happy with the resurrected GAIC. As a developer who already owns land within the proposed UGB he doesn't have to pay any GAIC until he developers the land and is granted a certificate of compliance. Lost in a state of confusion, The Age, 5th April 2010
PLANNING in Victoria is a mess. From home owners facing lengthy delays to get approval from councils for home alterations to government intervention to approve massive apartment developments and the movement of Melbourne's urban growth boundary (surely a misnomer) - confusion reigns.
Planning is always a difficult portfolio, but that does not excuse poor performance and policy or a lack of vision. The Labor government is up to its fourth planning minister in Justin Madden. Two previous ministers - John Thwaites and Mary Delahunty - have left Parliament. Madden may have wished he had joined them.

HIA calls for meaningful GAIC dialogue with all industry groups, HIA media release, 25th March 2010
HIA has today called on the Victorian Government to engage in meaningful dialogue with all industry groups, not just a select few around the proposed State Infrastructure Levy known as Growth Areas Infrastructure Contribution.

Synopsis of Government's agreed approach with the development industry regarding the GAIC
A few things to note:
- GAIC will still remain as a charge on the title. - All deferrals will be indexed. - Once the land is covered by a PSP any deferred amounts will accrue interest at the 10 year bond rate (currently 6.072%) - little wonder the Government want to speed up the PSP process!

Justin Madden gatecrashes inquiry, 12th March 2010
Mr Madden gatecrashed the parliamentary inquiry into a leaked government strategy memo over the Windsor Hotel redevelopment, forcing the meeting to be suspended in farcical circumstances after walking uninvited up to the table for questioning.
