Winsome Anderson, 73, from Clyde gets up at 4.30am and drives to Melton on the other side of Melbourne to rally against having to pay the Government $2,280,000 in GAIC when she is no longer able to work her property and must sell. The tax is indexed annually and will grow regardless of the sale price.
The night before, she attended a meeting in Carlton with Greens parliamentarians Greg Barber and Colleen Hartland. She is not alone in her efforts. Many residents are fighting to have the tax levied at the point of development as it is in other states in Australia. Like many older Australians with little superannuation her property is the only substantial asset she has to fund what lies ahead. Waiting 10 or 20 years to realize Madden's mythical 10 fold increase in land values, is not an option. She will have to pay the tax irrespective of what it sells for yet those who come after her reap the benefits of developing the land and pay no tax.
The protest rally at Tabcorp Park, Melton is in one of Melbourne's growth areas where the tax is to be levied. A placard carrying crowd of at least 100 call for Justin Madden to address the crowd. The 6' 8" Madden declares to Winsome and others that he has the power to take them out of the boundary, but later declares under questioning that he doesn't have the power to fix the problems with the GAIC. Hmmmm ....
Winsome being all of five foot continues to challenge Madden on his statements that the boundary is not set and that nothing is in place. She has been contacted by the Growth Area Authority informing her that her land is within an area where the tax will apply. She is a diligent lady, has been to the bank and knows the charge will be considered a debt against the property she has farmed with her late husband for thirty years.
