The first GAIC proposal made no sense and this is just as bad. The tax is still on first property transaction. Yet again they look after developers at the expense of landowners. This is a crock!

All the government is trying to do is spin their way through this! Taxes and spin, Brumby at work, that's the only thing they seem to be good at. Worse for us they use our taxes to buy this spin, lets have some accountable government... I sent my letter to Madden saying not to include me in the ugb. I did not get a response, typical...

I bought the land with my friend as a joint owner. It is just not fair to ask two families pay GAIC if subdivided.

They now claim that the onus is on the purchaser and not on the original land holder. Yes,thanks Mr Madden, now the purchaser can hold the land holder to ransom for the price paid for their land. Any reasonable buyer would expect the land holder to foot some if not all of the tax cost by reducing their sale price.
As far as ability to defer payment. WHAT A JOKE!
It is clearly states that any deferred contribution becomes a charge on the land and a priority at that. Nice try Mr Madden, but who in their right mind would buy land that is morgaged to the hilt and expect to freely accept such a liability.

Understand we are not simply lines drawn on some map.Every line represents real people and families.
Bring on election day, my turn to draw the line.

How frustrating to be governed by politicians in bed with developers, what happened to "for the people, by the people". These are seriously egomaniac, out of touch with reality slugs as I cannot put them in a human category. How is this different from the previous proposal? This now takes all rights from Victorians wanting to buy on Melbournes fringes as only developers can afford to pay this tax. This will take away the fundamental right of land ownership from the average Australian. My children will be forced to live in squalid dog kennels whilst the real McMansions are aboded by the rich developers and politicians. Madden you are targetting the wrong people but you already know that. You are living in your HUGE McMansion high above any of us average Vic and have managed to deprive a whole future generation on owning land. Watch your back mate!

I read this article and noted the para which read " Under the draft legislation released yesterday the purchaser of the land can defer payment of the tax until the property is developed"
I thought great we are back to where it was before the GAIC was mooted. Then on reading the Taxed Out website this seemed to conflict. I then called and spoke to the Sun reporter Stephen McMahon to question the accuracy of his article. He maintains his article is factually correct and the purchaser can defer payment of tax but will be subject to an interest charge on the tax liability. He was unable to tell me how and at what rate that would be levied. He maintained that all we landowners will receive a windfall increase in our property value, which I challenged him on, theproblem is the Journos are taking Govt spin at face value. He then confessed that the press gallery consists of 9 journalists from all the Victorian press who face 24 Spin Doctors to get information. So this is where our hard earned taxes go to pay the salarys and perks of the team of spin doctors.

Yes i totally agree. It was Madden who was apparently building an extension to his own whilst saying that people should not be living in McMansions. What a hypocrite!! He now wants to dictate to Melb society(& not the upper-class!!) what size home we should live in. What happened to choice in a so-called democratic society?? Sounding more and more like communism when our govt wants to tell us how to live and expect to dig into our pockets to share our profits - like we don't pay enough in taxes!! Bring on the election!

Minister Madden's sick joke is going from bad to worse! No way on God's earth are these decisions independent, fair or balanced. The only thing that can root this out is a Royal Commission or an Election!

Th GAIC is a tax and nothing but a tax. There is still no guarantee that it will be actually used in the areas it will be collected. The whole implementation of the growth boundary is also rubbish. Firstly it keeps on moving and secondly it is not stopping developmnt further out, eg Wallan. All the GAIC will do is push development further out. The GAIC is also destracting people from the other issues - such as the destruction of 40,000ha including protected woodlands and grassland. On this, I fully suppoprt Kelvin Thomson MP

This Government is the well practiced smoke and mirrors show. I can't believe that they would create two classes of citizens and land owners : one that has the freedom to sell to anyone at anytime as they see fit and the market allows and the second class that are now dictated to by Government,have their Titles altered and their ability to sell reduced to next to nothing. Premier Brumby and Planning Minister Madden; 'Joker and the Fool', and worthy members of their 'Muppet Party'. Is it any wonder they're introducing such a hideous new tax. Their financial mismanagement is sending Victoria into an unrecoverable dive and Victorian's are going to pay through the nose as a result. The Growth Areas Infrastructure Cash-grab is Brumby's $95,000 per hectare lottery ticket that guarantees him 1st Division with every property sale. The Victorian Labor Party, led by the 'Son of Caine' and his malevolent half-witted partner in crime; Justin 'Kick No Goals' Madden, what an absolute disgrace this pair and their contemptible collaborating cohorts are; THE SAME LABOR OF OLD!!!

Planning Minister Madden along with Peter Seamer from the Growth Areas Authority claim properties brought into the UGB will go up ten fold in value!!! My property has been in the UGB since 2005 and based on Council Rate Notices hasn't received any so-called 'windfall profit' gain in value. It's had the same marginal increase as any property normally does both prior to and being included in the UGB. The change hasn't made any difference and that is FACT! But if I decide to sell, the purchaser has to pay $160,000+ indexed, and that’s on top of the already ‘kick in the guts’ 5.5% Stamp Duty imposed, and all because this 'Stooge Head Government' can't balance the books, what a 'SHAM'!
Premier Brumby, build another jail and a large one at that, because I for one will never pay such extortion demands and much like America, not bow to ‘Terrorism’. I doubt anybody else will either.

P.S. Could I have a jail cell with mountain views so I can watch the horses frolicking, something a little more than the stumbling, bumbling Brumby we see frolicking in Spring Street every damn day of the week?

It is against the constitution to discriminate against people on the grounds of race,color and property. Doesnt the govt realize that this is not a joke, this is real life and people that will relook at labor at the next election. Its quite simple to under stand gaic tax and why brumby and madden want it its simply the Labour government is Broke so who better to pay for it the developers and they will take off the $95000 per hectare from the people they buy the land from and when the libs find out just how broke Victoria is they will do the same as labour so who are we kidding land owners will pay one way or another

This tax doesn't pass a fairness or equitable test, unless it is applied at the time of developement.
So it is all about a cash grab now to top up depleted coffers and nothing to do with infrastructure developement.
