Taxed Out Inc. submission to Victorian Parliament's Outer Suburban/Interface Services and Development Committee Inquiry into the State Government's decision to change the Urban Growth Boundary, 22nd October 2009

This submission relates to the proposed introduction of a Growth Areas Infrastructure Contribution with specific attention drawn to the following terms of reference:

- any unintended consequences including the impact on all landholders and purchasers to be impacted;
- any alternative options, including any used in other jurisdictions.

I bought 30 acres of land with my friend as a joint owner 10 years ago. While we trying to save some money to build house on the land so we can subdivide, suddenly 2030 policy came in. We were stuck. Now Gaic policy come in, if we subdivide between us, we have to pay a huge sum of money, but none of us are buyers, we are both owners. Each family may have different plan. Because of the unfair Gaic, one family may decide to hold while the other want to sell. Why can't we seperate first and then follow whatever policy is going to be?

If someone bought a house in Toorak , or Hawthorn , or Brighton and made one or two million in a couple of years, Should this person pay something like Gaic? Why can't farmers have some profits ?

I recieved a copy of the report on the inquiry in the mail. It astounds me that the all the evidence was presented by Community groups, like taxed out, Councils, Industry bodies, Enviroment groups and countless individuals. It was all presented, recorded, bound up into a book with every relevant conversation presented verbatum and then the reccommendations and findings are at complete odds to all the material, views, opinions and evidence presented.

There was nobody that presented evidence in favour of the GAIC or UGB increase! Not one entity spoke in its favour, but the findings were exactly what the Government demanded they be.
Its a discraceful read really. It makes a joke out of the Labor Mps when you read the motions that were voted for and against.

The only part of the report that reflected the evidence recorded and presented was "the Minority report"
The Labor Chairman was the deciding vote on every motion. Minister Madden and Premier Brumby may as well have just written the findings themselves without asking the stakeholders for their input.The result of the inquiry is a sham.

I suppose this means my personal information and files will be handed over the Government Departments and private corporations to intimate and gagg me, as well!?

I agree with comment by Michael at Woodstock (Dec 17.)

Finding 3 on page 100 of the OSISDC Report was resolved in the negative - that "The Committee notes with concern the high level of stress and uncertainty regarding the GAIC announcement". How could Don Nardella and Danielle Green think that we are not suffering from stress and uncertainty with all that has happened this year? Those MPs have attended public meetings, and met with affected residents.... This Inquiry was definitely a "whitewash" by the State Government.

And on page 70 of the same Report, Mr Nardella is quoted asking if Wyndham Council has a Hardship policy in regard to rates. Mr Nardella goes on to say "I know the Melton one because, as I said before, I actually worked to get that together....." Don seems to contradict himself - he's been reported in Melton local papers demanding an apology following accusations that he is meddling in (Melton) council affairs... In all these matters, the truth seems to be the first casualty, after all the rest of us!
