Lost in a state of confusion, The Age, 5th April 2010

PLANNING in Victoria is a mess. From home owners facing lengthy delays to get approval from councils for home alterations to government intervention to approve massive apartment developments and the movement of Melbourne's urban growth boundary (surely a misnomer) - confusion reigns.

Planning is always a difficult portfolio, but that does not excuse poor performance and policy or a lack of vision. The Labor government is up to its fourth planning minister in Justin Madden. Two previous ministers - John Thwaites and Mary Delahunty - have left Parliament. Madden may have wished he had joined them.
