Don't have 20 years to wait? Can't afford to pay your inflated rates? Then you can go cap in hand to the Hardship Relief Board (run by the Government) and tell them about all the sacrifices you have made to pay for your property, and that now after selling and paying the GAIC tax (imposed by the Government)you have little or nothing left over after a life-time of work.
